That might also be a factor, but I think the actual reason is that I neglected to set the -release tags on the 16.2.14 builds.
Give them a chance to propagate out to the mirrors and then the update to 16.2.14 should work now.

I can see on the build service that the build for el8 was done, but when I check the updates, I do not see any updates to 16.2.14.
And if I look at: http://mirror.centos.org/centos-8/8/storage/x86_64/ceph-pacific/Packages/c/, I do not see them as well.
Will 16.2.14 be pushed to el8 repos?
