Yes we were able to test this in newly created cloud instances. We started out by just using sed to inject the text line in to /etc/cloud/cloud.cfg
It does exactly as descibred in cloud-init documentation: http://cloudinit.readthedocs.org/en/latest/topics/examples.html#reboot-power...
While researching this "issue" I also found a bug report by someone else for the RedHat cloud-init RPM: https://bugzilla.redhat.com/show_bug.cgi?id=1252477
