IMHO the xscreensaver package(s) should be provided for security reasons because without this package(s) it's impossible to lock down a workstation which uses XFCE as Desktop.
The xscreensaver source rpm rebuilds fine within mock (after a few changes in the spec file). So yes, it should be doable to put this into centos-extras.
