If you want to enable EPEL to get some fedora extra packages through yum see:
http://fedoraproject.org/wiki/EPEL/FAQ#howtouse
after that you can use yum as usual eg:
yum install numpy
PS. EPEL is part of Fedora project so please don't ask EPEL specific question on CentOS mailing-list.
