rh-php56 requires httpd24 which is not yet there
there is a queue of SCL's in the release queue, I hit a bug with the way content is delivered from cbs.c.o that blocked the devtools-3 stack, and httpd is queued up behind it.
we should have that done soon
also, its not released till the announcement is out :)
