You will need to speak with Red Hat / RHEL folks about their SRPM plans etc - but we have git now, and we will have srpms posted along with CentOS binaries.
Some people (like us), need original (and unmodified) SRPMs from RHEL7 with digital signs (gpg) for (re)building. Not CentOS.
While I don't speak for RH, I believe these are available via rhn or the rh cdn. As KB said, you'd need to confirm this with Red Hat/RHEL folks.
SRPM ISO images are available on RHN. I've not looked if individual SRPMs are available.
