I met some of the folks at Red Hat Summit, and based on what I was told, the efforts around the ISA SIG revival will begin after the source code for the CentOS and RHEL 10 RISC-V previews are published and merged after June 1.
Basically, sit tight, people need to recover from Red Hat Summit. :)
