No, that's a case of fixing something - bandwidth.

And it probably wouldn't be done if the contributor couldn't use it themselves or it didn't improve their own use.

So, this is exactly what CentOS itself is and does: They use it themselves, it improves their experience of computing. So they're willing to help.
