So I added the repo and ran "yum install centos-upgrade-tool preupgrade-assistant-contents" and I get two errors.

No, it is not your fault. I see the same error using my mirror. I suspect preupgrade-assistant-contents needs a package from the updates repo but its repodata is currently out of sync on the mirrors. Wait a bit until the repodata issue is solved and retry.
