Is there anyone around who wants to re-edit every *.spec in existence to become "standard" compliant across time zones?
Even drawing a line in the sand, and saying henceforth spec changelogs will use "standard" times, adds what is likely an intolerable (imho) configuration change for every RPM based build system in the world.
And so it goes, strange and quirky.
