Yes this has been the case with all stream releases (and some CentOS releases) where certain packages are in the buildroot only. This is to mirror how RHEL is released where those packages are not to be considered 'supportable' in any form unless put in the CRB tree. Alma and Rocky put these in some sort of Build directory.
