As the subject says, the CentOS 8.2 (2004) Devel repo is empty.[1]
On behalf of the EPEL community, we would really like this repo re-populated.
Also, on behalf of the EPEL community, we would also like the rest of the packages that have been requested [2] to either be added to Devel, or at least given a reason why they aren't.
If there is already a bug/issue open for this repo being empty, please point me to it. Otherwise I will open a bug/issue.

Yes, I am literally working on this as we type.
When we do a point release, we have to true-up packages that may have moved between repositories since the last point-release.
Give us a couple more hours and you'll see content.
