but it's not showing up in http://mirror.centos.org/centos/7/opstools/x86_64/perfmon/

I believe, this is bug https://bugs.centos.org/view.php?id=15584 and also affects other packages, too.
However, I can see collectd-5.8.1-2 pushed on Dec 24 to the repo.
