It's a matter of following the SIGGuide, for SIG (so Daniel, as SIG chair) : https://wiki.centos.org/SIGGuide#head-795b542705f54c0de259fef24a5a9d1c192599... Worth noting that these days, asking for a release for testing (after being tagged) can also be done by opening PR against the git repo used for this :
