As smooge already replied, yes, it's the same (and shared for ~2y now) authentication platform used by both Fedora and CentOS projects.
I'd advice all people willing to start a new SIG (or for people joining an existing one) to always start by reading the online SIG guide : https://sigs.centos.org/guide/
It should cover basic documentation about auth, how to interact with either pagure or gitlab, how to submit builds to koji/cbs, etc ...
