If some interested folks want to have a short discussion in #centos-devel on Freenode to divide up tasks that might be a good start. The main thing would be finding one of the CentOS Board members to sponsor.
There's a description of the proposal process in this guide: https://wiki.centos.org/SIGGuide
If people bring other general questions to the meeting, we can be sure the SIGGuide gets updated with some answers.
