There seems to be an issue with the libicu package for i686. The version in 7.8.2003 is different for i686 vs x86_64, so they cannot be installed together:

Protected multilib versions: libicu-50.2-4.el7_7.x86_64 != libicu-50.2-3.el7.i686

It looks like the i686 version is missing from the 7.8.2003/updates repository? It's there in 7.7.1908.
