Hi, just noticed the new Fedora EL Niño project ( https://fedoraproject.org/wiki/ELN) How is it going to relate to CentOS Stream project? Would it be an intermediate step between Fedora and CentOS Stream?

Not exactly, or at least not directly.
CentOS Stream provides an early look at the next minor releases of RHEL, and a way to contribute to them. It brings the small, carefully picked bugfixes and improvements to existing packages versions, with limited rebases to latest upstreams.
ELN is Fedora rawhide content recompiled the way RHEL and CentOS would, so it shows what the next major release of RHEL (and CentOS) could look like, and provides mechanism to experiment with it. So it's mostly the latest greatest versions of the software, with no intention of stabilizing / freezing the package versions.
