The resulting rpm works fine with the exception of the noted /var/run/docker.sock permissions issue upstream.

The entitlement parts look fine to me - maybe structure it as an rpm-level conditional we could try to get into the upstream spec file to make rebasing easier in the future?
For the BRs - is this a source availability issue?

Hmm. that would be interesting and should be pretty straight-forward. I'll work that up in the morning.

To some extent, yes. The original versions specified in the source don't even exist in rawhide currently. Using a commit message of 'YOLO, and the EPEL packages works fine though.
