I see that the mirror currently has a binary initscripts-9.03.38-1.el6.centos.1.x86_64.rpm, but I don't see the corresponding initscripts-9.03.38-1.el6.centos.1.src.rpm at http://vault.centos.org/6.4/os/Source/SPackages/ --- am I looking in the wrong place?

You should be looking at http://vault.centos.org/6.4/updates/Source/SPackages/ instead.
