why not docker 1.2 for el7 in:

Because EPEL has a policy of not conflicting with RHEL packages. As Docker is released in the RHEL Extras repository, it was removed from epel. You're pointing to the testing repository that will not be updated as EPEL-7 (minus Docker) is now in production.
