Ok, this is fixed by: find /var/cache/dnf -type f -exec rm {} ;

Previously having installed modular libuv, libuv-devel from epel-modular may have left some debris.

(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)
