Yesterday evening (Tuesday December 8, 2009) a forum thread [1] was started by Stefan (under the ID of "gigglesworth") relating to the above subjects.
As is well known, ELRepo provided the fasttrack packages during the lifetime of CentOS 5.3 but following on from Karanbir's assertion that CentOS will provide the fasttrack packages for 5.4 we, at ELRepo, have stepped down from providing that service.
Will CentOS-devs please have a look at the above mentioned thread and then respond, accordingly, to the OP.

fasttrack rpms are being built for 5.4, the mechanism to get them released has become quite complex and I want to make sure is robust enough before we get it out there. The next few weeks should give me enough time to get it done.

Most of the stuff is actually working now. Except the process of creating the everything like repo, since there is no easy way to inject mirror.c.o and vault.c.o repo paths into one repomd/ repo ( collection? ).
The other, nasty, option is to have yum-security require another -release package that would then enable and install every repo under os/ and updates/ and have repomd info for everything available.
but stay focused :) I should have a complete working cycle soon.
