In order to be truly independent from EPEL, the Cloud SIG/OpenStack is looking to consume Ceph from Storage SIG repo. Seems that the only builds are from oVirt and testing build targets, so I'd like to confirm what are the plans to deliver Ceph if there are any?

Yep. Lincoln has built 0.94.5 and I've built Ceph 9.2.0 in mock on my laptop for CentOS a few weeks ago. Karanbir gave me build access, I've started testing my packages and will publish ASAP. The plan so far is to have separate repositories to maintain different versions.

refer to François's reply - that would be the proper Storage SIG build which will itself work towards a release.

We're not, if it's not in a blessed SIG repository, I'd rather do our rebuilds :)
