It seems is not yet available on some of the repositories we are using ( on some machines with Alma9): https://repo.almalinux.org/almalinux/9/extras/x86_64/os/Packages/ but this will have to be reported in another mailing list.

It is released on EL9. It was tagged for release around 15 Nov. I am able to install 18.2.1 packages and/or update to 18.2.1 on my Stream9 machine.
Joel Capitao confirmed the same in his email.
