CentOS 7 has cloud-init with default username set to `centos`. The CentOS 8 uses standard `cloud-user`. The patch responsible for change is https://git.centos.org/rpms/cloud-init/blob/c7/f/SOURCES/cloud-init-centos-u... There is no similar patch in https://git.centos.org/rpms/cloud-init/blob/c8/f/SOURCES
Should it be fixed or is it expected behavior? It's quite important for me, because if it changes in the future some of our docs will have to be updated.

cloud-user is what RHEL qcow images use, so that makes sense to me.
