I would like permission to use this graphic in a lightning talk describing why I see CentOS Stream as an improvement over CentOS. However, I don't see licensing information available for the graphic. Who can I contact to request that permission?

Its not the same but there is one on the centos blog site that might be more easily redistributable here (I'm not sure what the CentOS rules are)

However, that doesn't appear to be what you're asking, as you're linking to an image that is not from the CentOS Project, so I'm unsure who would be able to grant permissions to that.

I ended up creating approximations of the graphic from scratch in Inkscape, so I don't think there are any copyright issues now:
