This is a side effect of https://bugs.centos.org/view.php?id=16929. We're working on fixing it during the 8.2 rebuild.

libisc.so.1104()(64bit), but none of the providers can be installed

• cannot install the best update candidate for package

bind-32:9.11.4-26.P2.el8.x86_64 (try to add '--allowerasing' to command line to replace conflicting packages or '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)
